Swatting is the act of sending a swat team to a residence or location with the intent of harrasing the people found therein. It is usually done through a fraudulent 911 phone call. As you can read from the above link several victims have been hurt and thousands of dollars wasted because of pranksters’ continued fake calls. This is normally done through internet voice calls, making it hard to trace for the 911 contact centers.
This is a new method of abusing the powers of the internet and one more reason for governments to crack down the one true democratic institution in the world. 
The hackers derive their power over the chaos of the net so maybe if the net would be more ordered then they’d find it hard to fool around. Plus if they’re found, they can be beaten up and their fingers broken so no more hacking
